Caregiver training and continuing education in Connecticut

Starting January 1, 2027, Connecticut's Public Act 26-50 requires homemaker-companion agencies to provide paid, state-approved training to their caregivers. Here is a plain-language summary, and what we're planning in the CareCharted Log app to help agencies keep track.

What Public Act 26-50 requires

Public Act 26-50, "An Act Requiring Training for Homemaker-Companion Agency Employees," applies to homemaker-companion agencies registered with the Department of Consumer Protection (DCP). In summary:

Initial training for new hires

At least 8 paid hours of initial training, completed within 90 days of a new employee's start date. DCP says it must cover maintenance of a clean and safe environment (including best practices for dressing, bathing and toileting assistance), identifying and reporting abuse and neglect, and identifying and reporting changes in a client's condition and service needs. Employees who will serve people with Alzheimer's disease or dementia also need training in providing nonmedical services to them. DCP says an employee who completed the initial training at another homemaker-companion agency within the last three years doesn't need to repeat it if they can show proof.

Continuing education

The act calls for at least 8 paid hours of annual continuing education drawn from the approved list. DCP's guidance describes at least 8 paid hours completed at least once every two calendar years, covering a set list of topics. Check DCP's current guidance for how the requirement is applied to your agency.

State-approved courses only

Training must come from programs on DCP's list of approved homemaker-companion agency training programs. DCP publishes the approved initial and annual course lists and reviews new programs on a rolling basis.

Records

DCP says that once an employee completes the training, the agency and the employee should sign a completion form. The agency keeps a copy and gives one to the employee.

Planned: training tracking in CareCharted Log

We're planning a training and continuing-education tracker for the CareCharted Log app. The goal is to help an agency see each caregiver's hire date and 90-day deadline, log completed approved courses and hours, keep signed completion forms in one place, and get reminders before continuing education comes due. This feature is coming soon and isn't available yet. CareCharted isn't affiliated with DCP, doesn't approve training programs, and won't replace DCP's approved course list.
